BEN MILLS is a partner at Conlin Bedard LLP. Ben practices civil litigationand public law litigation. Ben represents clients in a wide variety ofproceedings at the trial and appellate level in the Ontario and Federal Courts.Ben also advises clients on government procurement, administrative law andregulatory matters, as well as related litigation. Ben has been trial orhearing counsel to various municipalities, government agencies, industryassociations, IT firms and security/defence companies in proceedings before theFederal Court of Canada, Federal Court of Appeal, the Ontario Superior Court ofJustice, the Ontario Court of Appeal, the Patented Medicine Prices Review Boardand the Canadian International Trade Tribunal. Ben is recognized by Who’s WhoLegal as a leader in the field of public procurement. In that regard, headvises clients on all aspects of federal, provincial and municipal governmentcontracting, including strategic planning, bid preparation, contractnegotiation, regulatory compliance, ethical conduct, bid challenges, access toinformation disputes and litigation. Ben has conducted litigation on behalf ofclients in several of the largest dollar-value procurements in Canada over thepast decade. Ben is formerly an Adjunct Professor of Public Law Advocacy andTrial Advocacy at Queen’s University Faculty of Law. He continues to guestlecture at Queen’s University Faculty of Law.
