DEBRA MACINTYRE is lead senior counsel at the Alberta Securities Commission for derivatives reform and derivatives market regulation. She has drafted regulations and amendments to the Securities Act (Alberta) to implement Canada’s G20 commitments for derivatives reform in Alberta. She is a member of the CSA Derivatives Committee that is responsible for drafting CSA consultation papers and model provincial rules for OTC derivatives reform. Debra is responsible for drafting ASC rules to implement the model provincial rules in Alberta. She is Chair of the ASC Derivatives Advisory Committee and the ASC representative on the OTC Derivatives Working Group, IOSCO Committee on Commodities Derivatives Markets, and OTC Derivatives Regulators’ Forum. Debra developed criteria for the recognition of derivatives exchanges that carry on business in Alberta and processed applications for recognition by ICE Futures U.S., ICE Futures Canada, NYMEX, COMEX, Chicago Mercantile Exchange, Chicago Board of Trade and NGX under the criteria and drafted ASC recognition orders in relation to such exchanges.
