STEPHEN MOORE was called to theOntario Bar in 1982 and has been a partner with the Toronto law firm of Blaney,McMurtry LLP since 1988. He is certified by the Law Society of Upper Canada asa specialist in civil litigation. Stephen’s practice is restricted to defenceinsurance litigation and regulatory issues and mediation. His main area of interest is serious bodilyinjury claims arising out of motor vehicle accidents. He represents motorists,excess insurers, municipalities and the provincial government with respect tosuch claims. He also handles a variety of other insurance defence files andprovides advice to insurers, agents and brokers on insurance regulatory mattersincluding automobile rate filing issues. In addition, he represents agents andbrokers with respect to disciplinary matters before the Financial ServicesCommission of Ontario and the Registered Insurance Brokers of Ontario. He hasalso defended over 100 sexual abuse claims. Over the past 32 years he haswritten and spoken regularly about issues which are of interest to theinsurance industry and those defending motor vehicle personal injuryclaims. In 1996 he published thedefinitive analysis of Ontario’s complex tort reform legislation (Bills 59 and198) which has been updated regularly. In particular these papers have focussedon the protected/unprotected defendant dichotomy under both Bills 59 and 198.Since 2006 he has been recognized as the leading commentator on Bill 18, thevicarious liability legislation which completely re-wrote the rules that applyto car rental and leasing companies. Heis a member of the Canadian Bar Association, the Metropolitan Toronto Lawyers'Association and the Advocates' Society.
